Sebastian Rantala runs OpenWebData and does the measuring. He has built and maintained websites and server infrastructure since 2012 through his Finnish company Bastinet, which is where the test server, the scripts and the proxy accounts are paid for. Every number on this site comes from a test he ran himself, on a dated run, with the raw results published.
